Local Energy Efficiency Program
With
an action agenda based on a “best practices” template,
California communities can realize the full potential of available energy efficiency programs and policies.
The California Local Energy Efficiency Program
(CALeep)
was launched in January 2004 by Navigant Consulting to help
California’s local governments design and implement
highly effective energy efficiency strategies for their communities—maximizing
the use of existing energy efficiency initiatives and resources.
CALeep’s
overall objective was to produce an energy efficiency decision-making
tool that can be used by local governments to stimulate energy-efficiency
activity in their jurisdictions. To accomplish this, Navigant
Consulting engaged the key representatives from utilities,
private sector energy groups, energy service companies, and
all levels of government to contribute to the development
of a “best practices” prototype process for use
by all local communities.
This innovative initiative has been funded
by California ratepayers under the auspices of the California
Public Utilities Commission.
Program Implementation
Step 1
Energy Efficiency Summits
– completed

At
two highly interactive Summits held in Sacramento and
Los Angeles, Navigant Consulting brought together participants
from government agencies, utilities, private sector
program administrators, and energy service companies
to lay the groundwork for developing a process template
for creating community energy efficiency programs in
California.

Step
2
Prototype Design and Pilot Selection
– completed

Navigant
Consulting worked with a small group of California stakeholders
as a steering committee to create a “prototype”
process for screening available energy efficiency programs
and policies. The group nominated candidate local jurisdictions
for six pilot projects to be carried out in the Pacific
Gas and Electric and Southern California Edison service
areas.
A draft Local Energy Efficiency
Program Workbook was developed and
used to guide selection and implementation of programs
and policies under the proposed pilot projects.

Step
3
Six Pilot Projects
– completed
| |
Pilot projects were conducted in six local jurisdictions
to test the effectiveness of the prototype in a variety
of settings. Through this process, Navigant Consulting:
- Assisted the local
government entity in selecting and implementing energy
efficiency programs and policies
- Helped local
government entities roll out the selected programs
and policies
- Assessed the results
and developed “lessons learned” from the
pilot initiatives for incorporation into the Prototype
Local Energy Efficiency Program Workbook.

Workbook
Rollout
– completed

Based
on the Pilot Project results, the
CALeep team rolled out the
Workbook to local governmental
jurisdictions throughout California. That
outreach was performed in conjunction with industry
associations and state and federal energy agencies.
Key outreach tools include workshops, an interactive website, webcasts,
and other “marketing” avenues to reach governments
of local communities throughout the state. |
